Frequently asked questions

Assembly is an annual gathering of the CBOQ’s family of churches. Part annual general meeting, part conference, and part family reunion, Assembly is a chance for our family to meet, connect and make decisions. We learn and grow together at Assembly through teaching, worship, fellowship, and prayer.

Assembly is being held on June 13-15, 2024 at the Hilton Mississauga/Meadowvale.

Early Bird Cost (when registering on or before May 7th: $350
Regular Cost (when registering on or after May 8th): $450 
Subsidized Cost* (only available until May 7th): $225

*This subsidized rate is available to assist churches who otherwise cannot participate in Assembly. A travel subsidy is also available to help cover the cost of hotel, transportation, and food. Please contact assembly@baptist.ca for more information.

Part 1 of the AGM will be held on Friday, June 14, from 9am – 1pm
Part 2 of the AGM will be held on Saturday, June 15, from 9am – 1pm

You can register online here. Once you have submitted the registration form, you will receive a confirmation email.
The final day for registration is June 7th. After that time, there will be NO registrations accepted.

The Registration Form is filled out by the individual who will attend Assembly. This form facilitates registration and includes specific information: eg. what is your role at the church, what learning sessions you want to attend, what days you will be attending, do you need the children’s program? etc. (This form can be filled out by the church on the individual’s behalf, if they so choose.)

When a delegate registers, they are required to provide the e-mail address of their Church Clerk (or Association Clerk). The Clerk will receive an e-mail form to confirm the delegate’s appointment. A delegate’s registration form will be pending until the Clerk’s confirmation is received, and then the delegate will receive their registration confirmation e-mail. *

*Please note: this new process, where the Clerk approves each delegate’s registration via e-mail, replaces the Delegate Appointment Form used in previous years.

If your active membership is:

  • 100 or less, you can send two delegates
  • 101-150, you can send three delegates
  • 151-200, you can send four delegates
  • 201-250, you can send five delegates
  • 251-300, you can send six delegates

 

Plus, in any of these cases, you may send one additional Young Adult Delegate who is between the ages of 18-25. 

Yes, CBOQ has blocked a certain number of rooms with a special rate on a first come, first served basis. This can be accessed by either:
• completing the online registration form. During this process, you will be provided with a link to book a hotel room at the special rate
• phoning the hotel and letting them know you are part of CBOQ Assembly 

To help with costs, and to allow us time to fellowship together, this year dinner on Friday night is included in the Assembly fee. As well, we are hosting a free pastry and coffee/tea breakfast on Friday and Saturday. The rest of the meals are at the attendee’s own expense, though you may receive some meals if you are part of certain gatherings such as the Retirees Lunch.

Yes, the hotel is equipped to handle accessibility needs.

Yes! Volunteers help make Assembly a wonderful event. Please consider giving some of your time to help Assembly run smoothly. We have several volunteer opportunities including: main lobby greeter, Learning Session host, plenary usher, registration desk, and AGM scrutineer (only delegates can serve as scrutineers).

FAQ’s for the Annual General Meeting

The AGM will be held in two parts. Part 1 of the business meeting is on Friday, June 14, from 9 am – 1pm and Part 2 will be held on Saturday, June 15, from 9am – 1pm.

The meeting is being held in person at the Hilton Mississauga/Meadowvale. You will be required to attend in person if you are a delegate for your church/association in order to participate and cast your vote. Non-delegates are welcome to attend as well, as non-voting attendees.

Every year, we are required to have an AGM (Annual General Meeting) in order to gather the membership of CBOQ to discuss the business of the organization over the last year. Our in-person format allows for ease of participation and voting for delegates, as well as to gather together as a family of churches.

We recognize the convenience for many people of having our business meetings all on one day. As we look at recent years, however, we have noticed that this has led to more people attending only our business meetings without joining in the other important parts of Assembly. We believe that “doing business” together without also worshipping, praying, and fellowshipping together is not ideal. In the same way that, as churches, we do not wish members to show up for business meetings without engaging in the life of the church, we want our delegates to experience the fullness of Assembly, allowing us to truly seek God together in all aspects of our gathering. Further, a full day of business can be emotionally intense and creates a time pressure to fit everything on one day. We think that we will be able to engage in more fruitful conversations by spreading out our business sessions.
Recognizing that it can be a financial burden to attend more than one day of Assembly, we offer subsidies to help churches participate. We will also provide a pre-recorded sermon and service outline that can be used for the Sunday after Assembly to help allow solo pastors, or other participants, to stay until the completion of Assembly on Saturday.

We will discuss the business of CBOQ over the last year, including, but not limited to, a Board Report, Executive Minister’s Report, and Treasurer’s Report. Please see the Agenda for more details.

We have created an AGM Q&A time on Thursday, June 13th from 2-4pm at the Hilton Mississauga/Meadowvale location for you to ask questions about any portion of the AGM. You can use the floor microphone to ask questions, or you can choose to submit questions prior to Thursday afternoon to questions@baptist.ca (you may submit questions to this email up until Monday, June 3rd at 12pm). We will answer as many questions as possible during the allotted time. Due to the business and procedural requirements at the Friday business session, time will be limited for questions. We highly encourage delegates to attend and submit questions for the Thursday afternoon Q&A session.

The orderly conduct of a business meeting requires careful, precise, and generally understood rules. Robert’s Rules of Order has been used and refined, over a very long period, by many groups and CBOQ has adopted it as the basis for the conduct of business, with some modifications and additions. The General Operating By-Law contains some rules that are specific to Meetings of Members and the Canada Not-for-Profit Corporations Act (CNCA) also places some constraints on the way we conduct our business meetings. All the provisions in Robert’s apply to CBOQ business meetings unless CNCA, the By-Law, or this document has a contrary provision. This document contains those additional rules that, in principle, apply to all business meetings: Meetings of Members, the CBOQ Board, and any Committee. For a meeting as large as a Meeting of Members, closely following all the relevant rules is important to avoid confusion and unfairness. In practice, if there are no objections, the Board or a Committee may proceed less formally.

Note that in the following “member” (without a capital) refers to any person entitled to participate in a business meeting and “assembly” (without a capital) refers to the individuals participating in a meeting, acting collectively. These are standard procedural terms; it is unfortunate that the words (with capitals) have specific, very different, meanings for us. (In CBOQ a “Member” is a church or Association in CBOQ, and “Assembly” refers to the Annual Assembly at which the Annual Meeting of Members takes place.)

Note also that the definitions in the General Operating By-Law for “meeting” and “session” are the reverse of those given in Robert’s. In applying the rest of Robert’s to our business meetings, the appropriate substitution should be made. For example, where Robert’s says, “a question cannot be postponed beyond the end of the present session” we will interpret that as, “a question cannot be postponed beyond the end of the present meeting.”

  • All main motions and amendments must be presented in writing. CNCA requires that member proposals be submitted in advance and specifies the time period for their submission.
  • The mover and seconder of a motion must be delegates from different Members.
  • No member shall speak more than once to any question.
  • No member shall speak to a question for more than five minutes without leave of the assembly. This time limit may be reduced by the Board, in advance of a Meeting of Members, for that Meeting or for a portion of it, if it is anticipated that there will otherwise be inadequate time for debate.
  • If a motion is not printed as part of the agenda and is not being displayed, a member may require the motion under discussion to be read at any time during the debate but not so as to interrupt a member while speaking.
  • After the chair commences to take a vote, no member shall speak to or present another motion until the vote has been taken on the motion.
  • The agenda for a meeting may specify the time allowed for an item of business. When that time expires, the chair will close discussion as soon as the current speaker finishes speaking and call the vote on the main motion and any pending subsidiary motions (such as amendments).
  • The Chair is responsible for the orderly conduct of business and for deciding points of order, but has the liberty to consult as needed, prior to making a decision, and may appoint an honorary parliamentarian to provide such assistance.

In order to maintain compliance with The Canada Not for Profit Corporations Act (CNCA) and CBOQ’s By-law, we are required to provide all formal Motions (with a few regular exceptions) to our Members in the Formal Notice of Meeting. Motions will be included in the Assembly package. Per section 163 of the Act, members can submit a proposal for items to be discussed at an annual meeting, which would be included in the notice of the meeting. To include a proposal, a member must have submitted the proposal between January 10 and March 11, 2024. This date has now passed, and new motions can no longer be accepted for the 2024 Assembly.
