Frequently Asked Questions

Assembly is an annual gathering of the CBOQ’s family of churches. Part annual general meeting, part conference, and part family reunion, Assembly is a chance for our family to meet, connect and make decisions. We learn and grow together at Assembly through teaching, worship, fellowship, and prayer.

Early Bird Cost: $200 for Thursday-Saturday

Regular Cost: $350 for Thursday-Saturday

Meal Plan: $112 for Thursday Dinner – Saturday Breakfast

Dorm Room – $125 – Thursday and Friday nights – Single room with a shared bathroom between two rooms

Part 1 of the AGM will be held on Friday, June 6, from 9am – 12:30pm

Part 2 of the AGM will be held on Saturday, June 7, from 9am – 12noon

You can register online here. Once you have submitted the registration form, you will receive a confirmation email.

The final day for registration is May 15. After that time, there will be NO registrations accepted.

The Registration Form is filled out by the individual who will attend Assembly. This form facilitates registration and includes specific information: eg. what is your role at the church, what learning sessions you want to attend, what days you will be attending, do you need the children’s program? etc. (This form can be filled out by the church on the individual’s behalf, if they so choose.)

The Church Delegate Appointment Form is filled out by the Church Clerk to let us know the names of the delegates that the church has appointed to vote on their behalf. Please note that both forms must be received before a delegate can be confirmed as a voting delegate at Assembly.

If your active membership is:

  • 100 or less, you can send two delegates
  • 101-150, you can send three delegates
  • 151-200, you can send four delegates
  • 201-250, you can send five delegates
  • 251-300, you can send six delegates

Plus, in any of these cases, you may send one additional Young Adult Delegate who is between the ages of 18-25. 

Yes, CBOQ has blocked rooms on a first come, first served basis. There is a special room rate at the Sheraton Four Points Hotel, across the street from the University. The link is available on the registration platform.

This year, we’re at a university that offers an optional meal plan for Thursday dinner through to Saturday breakfast, priced at $112. The meal plan provides access to all-you-can-eat hot and cold buffets in the university cafeteria.

Yes, the University is accessible. To help with transfer between buildings we have a passenger golf cart that will assist those who have mobility concerns.

Yes! Volunteers help make Assembly a wonderful event. Please consider giving some of your time to help Assembly run smoothly. We have several volunteer opportunities including: main lobby greeter, Learning Session host, plenary usher, registration desk, and AGM scrutineer (only delegates can serve as scrutineers).

FAQ’s for the Annual General Meeting

The AGM will be held in two parts. Part 1 of the business meeting is on Friday, June 6, from 9 am – 12:30pm and Part 2 will be held on Saturday, June 7, from 9am – 12:00pm.

The meeting is being held in person at Brock University in St. Catharines. You will be required to attend in person if you are a delegate for your church/association in order to participate and cast your vote. Non-delegates are welcome to attend as well, as non-voting attendees.

Every year, we are required to have an AGM (Annual General Meeting) in order to gather the membership of CBOQ to discuss the business of the organization over the last year. Our in-person format allows for ease of participation and voting for delegates, as well as to gather as a family of churches.

Last year, we tried holding the AGM over two days and found that it worked quite well. Many delegates shared that this format made the business sessions more enjoyable, with the day being broken up by other activities. Based on the positive feedback and the success of this format, we’ve decided to keep the two-day AGM structure for 2025. 

We will discuss the business of CBOQ over the last year, including, but not limited to, a Board Report, Executive Minister’s Report, and Treasurer’s Report. This year, we will present our updated strategic plan and share the exciting ways we look forward to implementing it. We also look forward to more time for feedback directly from delegates about the vision and ministries of CBOQ.

We have created an AGM Q&A time on Thursday, June 5th from 2-4pm at Brock University, Sean O’Sullivan theatre, for you to ask questions about any portion of the AGM. You can use the floor microphone to ask questions, or if you know ahead of time that you have a question you wish to be addressed, it be can be helpful for our Executive to know the question in order to get any necessary information prepared. You may submit questions to e up until Monday, May 26, at 12pm. We will answer as many questions as possible during the allotted time. Due to the business and procedural requirements at the Friday business session, time will be limited for questions. We highly encourage delegates to attend and submit questions for the Thursday afternoon Q&A session.

The orderly conduct of a business meeting requires careful, precise, and generally understood rules. Robert’s Rules of Order has been used and refined, over a very long period, by many groups and CBOQ has adopted it as the basis for the conduct of business, with some modifications and additions. The General Operating By-Law contains some rules that are specific to Meetings of Members and the Canada Not-for-Profit Corporations Act (CNCA) also places some constraints on the way we conduct our business meetings. All the provisions in Robert’s apply to CBOQ business meetings unless CNCA, the By-Law, or this document has a contrary provision. This document contains those additional rules that, in principle, apply to all business meetings: Meetings of Members, the CBOQ Board, and any Committee. For a meeting as large as a Meeting of Members, closely following all the relevant rules is important to avoid confusion and unfairness. In practice, if there are no objections, the Board or a Committee may proceed less formally.

Note that in the following “member” (without a capital) refers to any person entitled to participate in a business meeting and “assembly” (without a capital) refers to the individuals participating in a meeting, acting collectively. These are standard procedural terms; it is unfortunate that the words (with capitals) have specific, very different, meanings for us. (In CBOQ a “Member” is a church or Association in CBOQ, and “Assembly” refers to the Annual Assembly at which the Annual Meeting of Members takes place.)

Note also that the definitions in the General Operating By-Law for “meeting” and “session” are the reverse of those given in Robert’s. In applying the rest of Robert’s to our business meetings, the appropriate substitution should be made. For example, where Robert’s says, “a question cannot be postponed beyond the end of the present session” we will interpret that as, “a question cannot be postponed beyond the end of the present meeting.”

  • All main motions and amendments must be presented in writing. CNCA requires that member proposals be submitted in advance and specifies the time period for their submission.
  • The mover and seconder of a motion must be delegates from different Members.
  • No member shall speak more than once to any question.
  • No member shall speak to a question for more than five minutes without leave of the assembly. This time limit may be reduced by the Board, in advance of a Meeting of Members, for that Meeting or for a portion of it, if it is anticipated that there will otherwise be inadequate time for debate.
  • If a motion is not printed as part of the agenda and is not being displayed, a member may require the motion under discussion to be read at any time during the debate but not so as to interrupt a member while speaking.
  • After the chair commences to take a vote, no member shall speak to or present another motion until the vote has been taken on the motion.
  • The agenda for a meeting may specify the time allowed for an item of business. When that time expires, the chair will close discussion as soon as the current speaker finishes speaking and call the vote on the main motion and any pending subsidiary motions (such as amendments).
  • The Chair is responsible for the orderly conduct of business and for deciding points of order, but has the liberty to consult as needed, prior to making a decision, and may appoint an honorary parliamentarian to provide such assistance.

In order to maintain compliance with The Canada Not for Profit Corporations Act (CNCA) and CBOQ’s By-law, we are required to provide all formal Motions (with a few regular exceptions) to our Members in the Formal Notice of Meeting. Motions will be included in the Assembly package. Per section 163 of the Act, members can submit a proposal for items to be discussed at an annual meeting, which would be included in the notice of the meeting. To include a proposal, a member must have submitted the proposal before March 17th, 2025. This date has now passed, and new motions can no longer be accepted for the 2025 Assembly.
